Mark Armstrong, the Kane County supervisor of assessments, was the lone vote against recommending the TIF district. In an intergovernmental agreement with the Batavia School District, the city has agreed to declare 10% of the increment as surplus each year, which means the money would be sent to the county treasurer to distribute among the other taxing bodies.īut the Joint Review Board only has the power to recommend for or against a TIF district. Yvonne Dinwiddie, a Batavia resident, said TIF districts create a “siphon” of tax money from taxing bodies “instead of promoting positive development through direct corporate investment …”Ĭannon, along with several others, urged the Joint Review Board to vote against the proposal and send it back to the city to negotiate a deal where half of the increment goes to the taxing bodies, and half goes to pay the bonds. “This property could and would develop without this TIF,” said David Cannon, an Aurora resident.
